Our Mission

Patients Deserve Better Choices

The Healthcare Choice Project is the Canadian Freedom Institute's dedicated initiative for research and public education on healthcare reform. Healthcare consistently ranks among Canadians' top concerns—wait times are unacceptable, costs are rising, and the system struggles to deliver timely, high-quality care. We believe Canadians deserve an honest examination of alternatives that put patients first.

Canada's healthcare debate has long been constrained by false choices. Defenders of the status quo suggest any reform would lead to American-style healthcare. Critics of the system are dismissed as wanting to abandon public coverage. The Healthcare Choice Project cuts through this noise with rigorous analysis of what actually works—in Canada and around the world.

Our research examines the healthcare systems of countries that achieve better outcomes than Canada—shorter wait times, better access, higher patient satisfaction—while maintaining universal coverage. Countries like Switzerland, the Netherlands, Australia, Germany, and France offer models that combine public funding with private delivery, patient choice, and competition among providers. These aren't radical experiments; they're proven approaches used by our peers.

The Healthcare Choice Project also documents the Canadian private healthcare sector that already exists within our system—from diagnostic imaging to surgical procedures to specialist consultations. We examine how private options currently serve Canadians, what role they could play in reducing wait times, and how to ensure quality and access are maintained as the system evolves.

Beyond research, we engage in public education to broaden the healthcare conversation. Through accessible reports, patient stories, media commentary, and public events, we help Canadians understand that healthcare reform is not about abandoning universal coverage—it's about making that coverage actually deliver timely, quality care. Patients should have choices, and providers should have incentives to serve them well.

International Health System Profiles

Detailed profiles of healthcare systems in countries that outperform Canada on key metrics while maintaining universal coverage. Each profile examines funding mechanisms, provider organisation, patient choice, wait time management, and outcomes. Profiles cover Switzerland, Netherlands, Germany, France, Australia, Sweden, and other relevant comparators.

Annual Research

The Wait Time Crisis Report

Comprehensive annual analysis of healthcare wait times across Canada—from GP referrals to specialist consultations to surgical procedures. Tracks trends over time, compares provinces, and estimates the human and economic costs of delayed care. Provides concrete data for policy discussions about access.

Ongoing Documentation

Patient Stories Project

First-person accounts from Canadians about their experiences navigating the healthcare system—the waits they endured, the choices they lacked, the outcomes they received. Puts human faces on healthcare statistics and demonstrates why reform matters to real families.

Mapping Research

Private Healthcare in Canada

Comprehensive documentation of private healthcare options that currently exist within Canada—what services are available privately, where they operate, what they cost, and who uses them. Dispels myths about Canadian healthcare being entirely public and examines how private options currently function.

Fiscal Research

Healthcare Spending Analysis

Examination of healthcare spending trends at federal and provincial levels—where money goes, how spending has grown, and what Canadians are getting for their investment. Compares spending to outcomes and identifies where resources are used efficiently or wasted.

Qualitative Research

Provider Perspectives Series

Interviews and surveys with Canadian healthcare providers—doctors, nurses, administrators, and specialists—about system challenges and potential reforms. Captures frontline insights about what works, what doesn't, and what changes would improve care.

Ongoing Polling

Public Opinion Monitor

Regular polling of Canadian attitudes toward healthcare—satisfaction with the current system, openness to reform options, understanding of how other countries deliver care. Tracks how public opinion evolves and identifies messages that resonate with Canadians.

Public Education

Reform Options Explainers

Accessible guides explaining specific reform options in plain language—activity-based funding, patient choice models, parallel private insurance, provider competition. Each explainer covers how the reform works, where it's been implemented, what evidence shows, and how it could apply to Canada.

Communications Resource

Healthcare Myths & Facts

Direct responses to common misconceptions about healthcare reform—'it would create two-tier care,' 'it would become like the US,' 'it would hurt the poor.' Provides accurate information and reframes debates around evidence rather than ideology.

Ongoing Monitoring

Provincial Reform Tracker

Monitors healthcare policy changes across Canadian provinces—what reforms are being proposed, implemented, or blocked. Tracks outcomes where reforms have been tried and identifies provinces that are leading or lagging on patient-centred care.

Event Programme

International Expert Exchange

Brings healthcare policy experts from countries with successful universal systems to Canada for seminars, media appearances, and meetings with policymakers. Helps Canadians learn directly from those who have designed and implemented effective reforms elsewhere.

Solution-Focused Research

Healthcare Innovation Spotlight

Profiles of innovative healthcare delivery models within Canada—clinics, networks, and programmes that are achieving better outcomes within or alongside the public system. Identifies homegrown innovations that could be scaled or replicated.

Every Patient Has a Story

Behind every wait time statistic is a real Canadian—someone waiting for a diagnosis, postponing necessary treatment, or watching their condition worsen. The Healthcare Choice Project documents these experiences to put human faces on policy debates.
